Challenges

The Aberdeen Proving Ground C4ISR BRAC Program had a mandatory completion date of September 15, 2011. Approximately 7,400 personnel moved to APG from the C4ISR community located in Ft. Monmouth NJ. Delay in finishing the sequenced projects was not an option. This large program included construction of 5 new facilities, major renovation of an existing facility and a host of new infrastructure to be complete in 28 months. This program had great potential for serious and costly delays. Yet there were none. This extraordinarily complex and accelerated program finished on time, and within budget. It is a marvelous example of technical innovation and collaboration among a government construction agent (the U.S. Army Corps of Engineers) and private sector PM/CM companies (MOCA Systems, MSS, and ARGO).

Innovations

This program is an example of extraordinarily successful organizational collaborationand technical innovation.

Organizational collaboration: The program team鈥攁 government agency (the U.S. Army Corps of Engineers) and three private sector companies鈥擬OCA Systems, MSS, and ARGO鈥攁long with the architect/engineers and building contractors鈥 management teams, worked side by side on site at Aberdeen Proving Ground. Formal partnering sessions on all the construction projects established a collaborative culture among the project teams and lead to strong relationships and strengthened commitments.

Technical innovation: All project schedules ( Building Design/Construction, and 鈥渇ollow on鈥 activities ) were integrated into a single Master Integration Schedule. This schedule was then updated with 鈥渞eal time鈥 progress from Design/Construction/Follow On Contractors schedules. This data allowed the program team to have a clear and detailed view of progress and help avoid potential road blocks to meeting completion deadlines. This allowed them to provide the C4ISR users with eminently achievable forecasts for targeted user 鈥渕ove in鈥 dates. The Master Integration Schedule provided the tools to analyze strategies and continually manage the schedule for the program and individual projects.

The result: All projects were delivered as planned in 28 months, approximately $93 million under budget, with no delays, and happy users.
